then ye shall appoint you cities to be cities of refuge for you, that the slayer may flee thither who killeth any person unawares.

Determine what cities shall be for the refuge of fugitives, who have shed blood against their will.
You must choose towns to be cities of safety. If someone accidentally kills another person, that person can run to one of those towns for safety.
They must choose some towns to be safe places. If anyone kills another person but he did not mean to, he can run there to be safe.

Cities of Refuge shall be designated for anyone to flee into if he has killed someone accidentally.
God spoke to Moses: “Speak to the People of Israel. Tell them, When you cross the River Jordan into the country of Canaan, designate your asylum-cities, towns to which a person who accidentally kills someone can flee for asylum. They will be places of refuge from the avenger so that the alleged murderer won’t be killed until he can appear before the community in court. Provide six asylum-cities. Designate three of the towns to the east side of the Jordan, the other three in Canaan proper—asylum-cities for the People of Israel, for the foreigner, and for any occasional visitors or guests—six asylum-cities to run to for anyone who accidentally kills another.

they should pick out which cities they want to make safe havens for persons accused of manslaughter. If someone kills another person by accident, the guilty party should be able to live in one of those cities without fear that he’ll be killed in revenge before he’s had a fair trial in front of his peers.
